Key performance indicators in agriculture, forestry, aquaculture, industry, construction, and services not only met targets but also exhibited substantial growth compared to the previous year. Its total budget revenue reached nearly VND 4,100 billion, marking an impressive increase of over 33% from 2023. By effectively mobilizing and utilizing resources to fuel socio-economic development, the province's total social investment capital exceeded VND 15,600 billion, with public investment surpassing VND 5,800 billion.
Numerous objectives and tasks were successfully accomplished ahead of schedule, with a strong emphasis on breakthroughs, key tasks, and the effective implementation of primary solutions. Significant progress was made in transportation and urban infrastructure development. Major projects, such as the Tuyên Quang - Phú Thọ Expressway, Tuyên Quang - Hà Giang Expressway, Provincial General Hospital, and the Specialized High School, were either initiated or completed, addressing critical infrastructure bottlenecks and fostering momentum for socio-economic growth.
Investment in socio-economic infrastructure remained a top priority. From 2021 to 2024, total social investment capital approached VND 60 trillion, providing substantial resources for the construction of vital provincial projects.
The province attracted several significant investments, including the Erex Biomass Fuel Plant by a Japanese investor, the Mỹ Lâm Resort Urban Area by VinGroup, and the Flamingo Tân Trào Project by Flamingo Group, alongside numerous other urban development projects.
The cultural, social, educational, and healthcare sectors received substantial attention and investment. The living standards of all ethnic groups in the province continued to improve, with the poverty rate significantly reduced to 14.03%. A total of 6,570 homes for poor households were newly built or renovated, supported by a budget exceeding VND 750 billion.
The Party's leadership and governance methods continued to evolve, enhancing the capacity and effectiveness of Party organizations. Key resolutions, directives, and conclusions on Party building and rectification were rigorously implemented, adhering to the teachings and ethics of President Hồ Chí Minh. Anti-corruption and disciplinary actions were pursued decisively. The effectiveness of local government management and administration was significantly enhanced.
The Viet Nam Fatherland Front, political organizations, and mass associations introduced innovative activities, focusing on grassroots-level operations.
Overcoming Adversity
The Yagi typhoon in September 2024 presented unprecedented challenges for the province's leadership and residents. Over 6,000 hectares of rice and crops were submerged or flattened, nearly 3,000 hectares of fruit trees and perennial crops were damaged, and over 900 hectares of forestry trees were destroyed. The typhoon inflicted substantial losses on livestock, poultry, and aquaculture.
Transportation infrastructure suffered severe damage, requiring hundreds of landslides to be cleared and roads to be repaired. Bridges, irrigation systems, and water supply facilities were also destroyed or severely impacted.
More than 20,432 homes were damaged or destroyed, alongside 9 cultural centers, 8 heritage sites, and significant losses in embankments, irrigation canals, and water systems.
Despite these significant challenges, the province prioritized the well-being of its people, ensuring swift recovery in livelihoods and production while maintaining continuity in business operations.
Notably, community solidarity shone brightly during and after the disaster. Numerous organizations and individuals provided invaluable material and spiritual support to flood-affected communities. Resources were promptly and transparently distributed, effectively stabilizing life and production.
The achievements of 2024 underscore the aspirations, unity, and relentless efforts of provincial leaders and residents. They also demonstrate that in the face of any challenge, the collective determination and decisive action of the entire political system and populace create an indomitable strength to overcome adversity.
Continuing the Development Journey
The year 2025 holds significant milestones: The 95th anniversary of the Communist Party's founding, the 50th anniversary of Southern liberation and national reunification, the 135th birthday of President Hồ Chí Minh, and the 80th anniversary of the establishment of the Democratic Republic of Viet Nam. It also marks the year of Party Congresses at all levels, culminating in the 14th National Party Congress, ushering in a new era for the nation.
Speaking at the closing session of the Provincial People’s Council in late 2024, the Provincial Party Secretary emphasized the critical responsibilities that lie ahead. All levels, sectors, and localities must uphold solidarity, dynamism, creativity, and flexibility, with heightened determination, greater efforts, and more decisive actions to fulfill the set targets and tasks.
The Provincial People’s Committee Chairman outlined ambitious goals for 2025: achieving a gross regional domestic product (GRDP) of over VND 55 trillion, maintaining a growth rate above 9%, and achieving significant increases in service, industrial, and agricultural production values. These objectives require innovative thinking, strong resolve, and decisive action, embodying the spirit of "daring to think, daring to act, daring to break through for the common good."
Reflecting on the “Viet Nam’s Humanity” (Điểm tựa Việt Nam) program organized by Viet Nam Television after the Yagi typhoon, Prime Minister Phạm Minh Chính emphasized the indispensable role of national solidarity as the cornerstone of resilience.
Having united to overcome the adversities of 2024 and achieved the highest growth rate in a decade, the province is well-prepared to embrace 2025, continuing its development journey and confidently advancing with the nation into a new era.
